IT Program Management Director - APAC Region

Primary Location: Singapore

Provides a consistent, effective operating structure for IT projects through sound IT investment analysis, AIS project management methodology, effective AIS project resource allocation, and consolidated AIS project performance reporting.

Position Summary/Mission

Work closely with business leaders to understand all aspects of the business plan and deliver IT solutions supporting business plan objectives and in alignment with broader International Business objectives and IT strategy. Oversee multiple, interdependent business-sponsored IT projects that span one or more business units.Responsible for the success of the project(s), production run leadership and support, IT security, regulatory compliance, cost optimization, synchronization with enterprise solutions and best practices, and optimization of IT solutions across the APAC region.

Fundamental Components & Physical Requirements

·Effectively manage a regional IT team to provide overall technology leadership for the Asia Pacific Region businesses

·Thoroughly understands the business segment strategy and operating plan, drivers, and issues translating that into a cohesive IT operating plan each year. Function as a member of the assigned regional leadership team with focus on the team’s goals

·Lead and work closely with business leaders and project managers accountable for multiple interdependent projects that span one or more business units or functions across the region

·Integrates regional solutions with the multi-year International IT strategy

·Drive an obsessive focus on customer outcomes(e.g., broker, member, plan sponsor, provider, etc.) ensuring a consistent end to end service experience within the region.

·Responsible for building a high performing team in the region and driving staff development by providing leadership and mentoring to assigned teams

·Is accountable to the IT PMO to ensure assigned regional and global program milestones are met and project activities are completed on time/on budget through to business checkout and in alignment with Business Case assertions.

·Align all programs and IT activities to support regional/global business case objectives and plan targets

·Function as a hands-on leader engaging with staff, peers, and enterprise experts in working IT strategy and implementation of appropriate technical solutions supporting the APAC region business.

·Utilize Dev-Sec-Ops experience, strong technical app-dev-testing-delivery skills, and production run expertise to optimize ITresults for the APAC region businesses.

·Identify and leverage project interdependencies to ensure synergy between the projects within a program and to promote benefits realization across the program

·Provide comprehensive IT estimates and manages programs and projects to budget. Reports program cost information in an accurate and timely manner

·Proactively identify efficiency and cost-saving opportunities to optimize Regional IT program spend and run costs and to reduce overall IT expenditures

·Oversee program and production delivery milestones, resolve issues, and remove barriers that may hinder on time delivery

·Build contingency plans, and execute corrective actions to mitigate risks including scope and/or budget variances

·Maintain operational consistency and effectiveness by assisting Project Managers in the use of international INconsistent project management tools and processes

·Evaluate projects utilizing quality measurement and monitoring mechanisms to ensure deliverables meet or exceed expectations and integrate with overall program objectives

·Adhere to international IT project management methodology leveraging and promoting the use of existing tools, capturing best practices, and identifying areas for process improvement

·Monitors and holds Project Managers accountable for meeting performance metrics, conducting regular and timely performance reviews with targeted improvement plans as needed.

Background Experience Desired

·Demonstrated deep technical IT experience developing, delivering and supporting run operations of business solutions within health, financial services or related industries.

·Strong demonstrated Dev-sec-Ops,app-dev-testing, software security practice, cloud hosting optimization, and program delivery skills in a regulated business environment.

·Demonstrated experience leading large and small program delivery via SAFe and Agile methods.

·Proven ability to communicate effectively with all levels of business and IT management

Education and Certification Requirements

Bachelor's degree in closely-related field, or equivalent combination of education and experience.
