Proposal Manager, Medicaid (Telework) (68310BR)

Primary Location: Phoenix, AZ
Additional Locations: AZ-Phoenix
Manages highly complex proposals. Prepares for and guides all proposal Color Team meetings using the Shipley method and in collaboration with an extensive team of SMEs and contributors. Ensures the process results in a high quality proposal that is both responsive to all requirements and demonstrates our unique market position.

Fundamental Components:
(*) Drives development of proposal strategy in collaboration with Business Development and market leaders.

(*) As a business leader, influences all stakeholders to meaningfully contribute to ensure proposal responses are accountable to organizational growth and retention goals.

(*) Develops procurement work plan in collaboration with Proposal Team.

(*) Collaborates with SMEs and other contributors through strong communication and the use of project management tools to advocate and remove barriers in support of delivering high quality proposals that are timely and responsive.

(*) Ensures proposals reflect Aetna managed care models and initiatives that support members' health and meet Medicaid agency goals.

(*) Coordinates and leads all aspects of the proposal development, including oversight of writing team, production team, and all meetings and events.

(*) Has ultimate accountability for project management services being delivered including organization's budget.

Background Experience:
(*) Demonstrated communication and negotiation skills.

(*) Proven track record managing complex projects and/or programs.

(*) Multiple years proven leadership experience managing proposal development teams.

(*) Experience managing large budgets.

(*) 10+ years Medicaid managed care/health insurance industry proposal management experience.

(*) Medicaid experience required.

(*) Bachelor's degree or equivalent experience. APMP or similar certification preferred.
