Medicaid Community Development Manager

The Medicaid Community Development Manager will lead initiatives to advance Aetna Medicaid’s community development strategy in support of the growth and population health objectives of Aetna Medicaid. They will serve as a liaison with external stakeholders including member and provider associations, advocacy organizations, and community-based organizations in order to implement sustainable community development programs. Also, they will manage programs and processes key to ability to operate including, but not limited to social investment, local contributions, stakeholder engagement, capacity building, program promotion and evaluation, and internal business coordination.

This role will consult with Medicaid leadership, clinical subject matter experts across the enterprise and the industry to design effective, innovative products that advance Aetna’s Medicaid programs. This position will translate Aetna’s strategy into responsive narrative that support competitive Medicaid proposals. Candidates will possess Medicaid managed expertise and have experience in designing solutions for key Medicaid programs and populations.

Fundamental Components:
  • Develops partnerships to work collaboratively with internal stakeholders and with external community organizations while leveraging existing assets to address the unique risks, needs and opportunities of the local market

  • Leads meetings and reporting with key stakeholders and accountable leaders to adapt strategies while holding key members accountable for deliverables.

  • Gathers key information on market and regulatory landscape in prospective new markets to inform local market strategy help develop population health and clinical delivery models to exceed regulatory requirements and successfully position Aetna Medicaid in the marketplace.

  • Advances social investment strategy in consultation with internal leadership; ensuring accountability with organizational recipients and provide technical guidance to potential applicants on project design, sustainability effectiveness, and achievement of outcomes.

  • Coordinate with Enterprise staff to provide technical expertise to external stakeholders, cultivating a self-sustaining mind-set, engaging leaders in the various capacity-building programs offered, and identifying and creating additional opportunities to diversify local economies that create long-term viability

  • Consults with various internal teams and other staff to build SDoH strategies for assigned region. Collects and reports on innovative practices to share across Aetna, promoting through marketing, and elevating to national organizations.

  • Creates and delivers presentations, reports and profiles to share successes, opportunities and stories to communicate the importance and relevance of SDoH and community development to the organization

  • May participate and/or conduct focus group sessions in support of growth and SDoH strategy.

  • Track project status and report on progress to leadership.

  • Help develop materials for internal and external presentations and communications regarding Aetna’s business goals, market strategy, policy, positioning, and outcomes in the Medicaid environment

  • Builds strong cross-functional relationships with internal departments to implement business strategies.

  • Provides project management for implementation of key initiatives and driving critical projects.

  • Interacts closely with business leaders to carry out key projects and works directly with other senior leaders to drive successful completion of tactical and strategic initiatives.
  • Consults with and influences senior management at various levels in and across a wide variety of functions.

  • Serve as a technical expert/manager on large, complex projects with actual or potential social impacts, participate in the site leadership team, and act as a key contributor to site strategic planning and Site Risk Register reviews to ensure community impacts are considered in various operations activities

  • Communication, Special Events and Reporting – Work with internal and external communications personnel to develop stakeholder messages and materials at the operations level to share operational information in a transparent manner at the earliest possible stage, and/or garner positive visibility and increase awareness among key stakeholders and employees regarding the Company's commitment to community involvement and sustainable development

  • Contribute to data collection processes for various internal and external reporting efforts

Background Experience:
7+ years experience with several of the following methodologies: management consulting, project consulting, business process consulting, financial strategic analysis, mergers and acquisitions, strategic business planning, and/or risk management consulting. Demonstrated relationship management skills at the senior level; capacity to quickly build and maintain credible relationships at varying levels of the organization simultaneously. Demonstrated leadership with relevant initiatives: Business process, enterprise business project management/consulting, financial strategic planning and analysis, mergers and acquisitions, strategic planning, risk management. Demonstrated superior business process, project management and organizational redesign experience. Demonstrated experience successfully implementing change in complex organizations. Experience with enterprise-wide and/or cross-functional large scale initiatives with high degree of complexity. Masters degree preferred, but not required. College degree. Appropriate licensure or certification by discipline preferred.

  • Bachelor’s degree and advanced degree (MBA, MHA, MPA, or equivalent) preferred (relevant experience for 10+ years also acceptable) in Community/Sustainable Development, Social Work, Sociology/Social Science, Epidemiology, Business Administration/Economics, Public Relations, or other Social or Environmental Sciences
  • 5 or more years of experience working in a community or public health role with a focus on health equity and systems change.
  • Working knowledge of the Medicaid managed care environment including key synergies necessary among practices, payers, community and policy leaders to better align health care transformation efforts
  • Bi-lingual a plus but not required
  • Location: Work at home with ability to travel 60-75% of the time.
