Lead Data Engineer/Business Architect (Telework)

Primary Location: Phoenix, Arizona
Additional Locations: AZ-Phoenix, CT-Hartford, FL-Tampa, IL-Chicago, MI-Detroit, PA-Blue Bell, TX-Houston
Come and join the HEDIS Medicaid Data and Reporting Team, The team is looking for a Lead Data Engineer/Architect to join the National Medicaid Quality Team for analysis, transformation, & analytics of member/claims/clinical data for use in HEDIS reporting. This person will also be the lead in creating complex solutions to existing processes, working closely with IS partners and the business.

Leads and participates in the design, build, and management of large scale data structures and extracts for efficient Extract/Load/Transform (ETL) workflows to be utilized in the the calculation of HEDIS rates. Daily interaction with Health Plans, and our BIS/AIS partners in order to facilitate the flow and transformation of data for use in HEDIS calculations. In-depth knowledge of enterprise systems, databases, and software solutions.

Fundamental Components:
(*) This role will combine the technical skills of a Senior Analyst and Business Architect and provide overall process improvement, re-engineering, and streamlining of current HEDIS data And reporting processes.

(*) Provides ideas and solutions to complex issues.

(*) Troubleshooting of data and systems as they arise.

(*) Mentoring and training of other analysts/engineers on the team.

(*) Develops large scale data structures and pipelines to organize, collect and standardize data that helps generate insights and addresses reporting needs.

(*) Writes ETL (Extract / Transform / Load) processes, designs database systems and develops tools for real-time and offline analytic processing.

(*) Collaborates with data science team to transform data and integrate algorithms and models into automated processes.

(*) Uses knowledge in SQL architecture, integrates data from a variety of sources, assuring that they adhere to data quality and accessibility standards for use in the NCQA certified HEDIS engine.

(*) Analyzes current information technology environments to identify and assess critical capabilities and recommend solutions.

(*) Experiments with available tools and advises on new tools in order to determine optimal solution given the requirements dictated by the model/use case.

Background Experience:
(*) This role will combine the technical skills of a Senior Analyst and Business Architect and provide overall process improvement, re-engineering, and streamlining of current HEDIS data And reporting processes.

(*) Strong problem solving skills and critical thinking ability.

(*) Strong collaboration and communication skills within and across teams.

(*) Five or more years progressively complex related experience.

(*) Ability to leverage multiple tools and programming languages to analyze and manipulate data sets from disparate data sources.

(*) Ability to understand complex systems and solve challenging analytical problems.

(*) Experience with SQL or similar.

(*) Knowledge in SQL database architecture.

(*) 5-7 years of ETL experience building data transformation and processing solutions for Load into the HEDIS engine.

(*) Has strong knowledge of large scale search applications and building high volume data pipelines.

(*) Bachelor's degree or equivalent work experience in Computer Science, Engineering, Machine Learning, or related discipline.

(*) 5 years experience with HEDIS data flows.

(*) Experience interacting with external auditors.

(*) 5-7 years of full HEDIS lifecycle data and reporting processes.

(*) Business Architecture experience specific to HEDIS Quality and Cross Team collaboration with BIS/AIS to design solutions.

(*) Project management skills.

Additional Job Information:
Act as a bridge between the business/AIS/BIS/Health plans to design complex solutions to data problems. Mapping of HEDIS clinical data, Supporting the Health plans Analytic Request, Work on special projects such as software replacement of the HEDIS engine. Acting as a mentor to the other analysts on the team. Creation of QA processes, and ensuring data integrity throughout.
