Senior Strategy Project & Planning Manager

Primary Location: Hartford, Connecticut
Additional Locations: CT-Hartford
-Facilitates the development of the clinical operations business unit strategic plans . Responsible for providing analysis, guidance and direction within areas of expertise; and developing relationships with external consultants and cr oss- functional team members as required in support of key strategic initiatives.
-Determines strategic approaches to achieve overall long-term business level strategic directions by working collaboratively across clinical business lines and functions.
-Will oversee assigned cross-enterprise initiatives and also concurrently serve as team member on cross-functional initiatives based on direction from senior leaders.
-Oversees the implementation of clinical strategy objectives and development of clinical solutions to ensure operational scorecard objectives and newly identified strategic business initiatives are met.
-Responsible for managing multiple projects and ensuring day-to-day project activities runs smoothly.
-Project Management accountability: project oversight including ideation,program and/or business concept, business justification, initiation, identification and completion of key deliverables to ensure all business objectives are met.
-Anticipates business needs and develops tactical plans to satisfy market, member, as well as business

-Is responsible for the success of the aligned strategic project(s).

Fundamental Components:
-Lead formulation, preparation and communication of strategic/operational business, financial and expense plans
-Leads research associated with business issues and plan formulation Monitor and report on performance relative to plans.
-Stimulate strategic thinking in support of business direction Develop communication vehicles (e.g., presentations, speeches)
-Ensure consistent, efficient and cost effective processes, procedures and appropriate accountability
-Manage special projects that impact entire organization
-Effectively manages organization's resources (e.g., staff, expenses, capital, assets).
-Manages and leads the overall delivery of strategic plans and initiatives by ensuring the project team uses consistent methodologies where appropriate.
-Responsible for managing, directing and planning one complex or multiple less complex projects.

-Anticipates and solves problems with broad impact on the business.
-Works with advisers from key functional areas to understand potential project impact on the organization, align project work, and execute activities accordingly.
-Presents to internal/external customers, constituents and business partners, strong business as well as systems knowledge and can perform reasonability checks.
-Conducts, leads or oversees the analysis, planning, design and development activities to achieve business objectives. --Anticipates and Influences change or enhancements to business processes, policies and system infrastructure to improve information quality, availability and access.
-Develops and participates in presentation and consultation to existing and prospective customers, business partners and internal business areas on information services, capabilities and performance results.

-Negotiates resources in peer organizations to meet high priority department objectives.
-Proactively evaluates project activities, builds contingency plans, executes corrective action, and monitors issue resolution to mitigate risks such as scope and/or budget variances.
-Manages budget, plans and expenses.

Background Experience:
- 7 plus years of demonstrated leadership (independent operator or leading a team)
- 7 plus years of project/program/process management experience
- 5 to 7 plus years of data interpretation and analysis experience (advanced in MS Excel)
- Excellent verbal and written communication skills (advanced in MS PowerPoint)
- Attention to detail and comfort with creating executive materials
- Demonstrated ability to effectively coordinate multiple projects simultaneously
- Ability to deal with ambiguity, decipher disparate needs and requests

- Ability to prioritize well under pressure
