Program Business Analyst

Primary Location: Hartford, Connecticut
Additional Locations: CT-Hartford
Identifies, creates and executes specific deliverables and activities as part of a delivery team assigned to business-sponsored IT projects and initiatives across a domain (a logical grouping of applications) or program (a logical grouping of projects within a domain or across many domains).

Fundamental Components:
Perform analysis and translates business needs to create business requirements and functional specifications documentation to solve complex problems with multiple interfaces with other systems across multiple business units. Consider all impacted components from an end-to-end perspective. Responsible for business requirements documentation dealing with multiple business systems across a domain or program. Ensure that current and proposed business process flows are complete and accurate to support the requirements. Ensure that business analysts assigned to projects or programs work with the business areas to support the review of the test planning and execution activities. Partner with delivery leadership to help identify scope and impact of projects within a domain or program. Ensure adherence to project task estimates for the domain and programs. Proactively monitor, identify, and communicate risks and issues that may impact any aspect of the project to the appropriate program delivery leadership, including issues that may jeopardize milestones or project budgets. Adhere to APLC or AGILE project management methodology by utilizing internal procedures and tools to identify areas for methodology improvement and best practices. Coordinate the sharing of information about projects and programs to identify project dependencies within and across releases. Oversee the updating of product overviews, FAQs, tool glossaries, system training material, and system user documentation to support implementation activities. Ensure that information repositories with application and process information are appropriately developed and maintained. Responsible for appropriate resources completing end-to-end traceability. Contributes to decisions made on business analysis resource assignments to address project demand within the domain and across programs based on skill sets, availability, and developmental needs. Ensure that the appropriate tools, including Rational ClearCase, Rational ClearQuest, and ReqPro are being used to support their various tasks according to APLC or AGILE methodology. Support triage meetings and defect resolution. Contribute to application design through effective partnership with architectural resources. Participates in interviews and advise on some hiring decisions.

Background Experience:
Bachelor’s degree in Business Administration, Computer Science, Computer Applications or related field.

Minimum 5 years of experience in business or system analysis developing software design and documentation; eliciting system requirements; creating use cases, stories, UML diagrams, project plans and release notes; SharePoint; Visio; Web Service, API and Source to Target mapping Specification documentation; Crystal reports; Prototypes/Wireframes; database analysis of tables and schemas; writing SQL queries using HUE, Aginity, IBM Data Studio, SQL Server Management Studio, MS-Access, and IBM DB2 Command Editor; Keys, Joins, Normalization, CDC and Complex History; and requirement elicitation and testing. Must have at least 1 year of experience with RTC; JIRA; and Netezza.
