Exciting opportunity at Aetna, A CVS Health Brand to join out dynamic legal team!

The Local Markets legal team has an open position for a full-time attorney to support the Aetna Medicaid business unit’s public procurement and business development departments. The core clients are based in Phoenix, Arizona, but the position may be performed from anywhere in the country

Fundamental Components:
The attorney will provide legal advice in connection with the development of bids for Medicaid, CHIP and other government-subsidized health care program contracts that are submitted in response to state requests for proposals (RFPs). In order to ensure RFP responses and related disclosures are competitive and compliant, the attorney would also work closely with (i) internal regulatory counsel and outside counsel who support the local health plans, counsel and business personnel in other lines of business, pharmacy benefits management operations and the corporate filings team, and (ii) various business departments, including finance, actuarial, compliance and provider networking. Duties include analyzing, interpreting, and providing legal recommendations and guidance regarding applicable state and federal statutes and regulations, RFP and scope of work requirements, and draft contracts. In addition, the attorney would also be responsible for drafting disclaimers and disclosures and assisting with developing bid protest strategies.
Experience with Medicaid and/or procurement law is particularly valuable. Experience demonstrating solid business and legal judgment. Experience demonstrating high level of interpersonal skills and diplomatic finesse.

Background Experience:
5 years post bar experience in a law firm and/or in-house/corporate setting providing legal advice and cousel to executive and senior management.
Experience in state insurance laws, and the relationship between state and federal laws.
Expert knowledge of federal
laws concerning health care and health insurance law including federal healthcare reform, HIPAA, and federal mental health parity.
Demonstrated excellent problem-solving skills.
Demonstrated expertise with legal acumen, drafting and analytical skills.
Experience demonstrating strong written and verbal communication skills.
Admitted to practice law in at least one state and in good standing of applicable bar association(s).
The minimum level of education desired for candidates in this position is a JD.
